Westminster Civic Center Development Plan

The Westminster Civic Center Development Plan utilized existing parking lots to create new infill development to better activate the linear mall at the Westminster Civic Center. Mixed use development strategy concentrated on creating additional uses that would make the mall an active and attractive amenity beyond visitors coming to the any of the city buildings. By creating more eyes on the mall outside of business hours for the Civic Center help the mall become a more attractive and comfortable amenity to surrounding neighborhoods.

 

A new street crosses over the mall between City Hall and Council Chambers to break down the superblock nature of the Civic Center and to improve connectivity to adjacent neighborhoods. The street delineates a transition between a formal portion of the mall lined predominantly by city buildings and a new programmable park, lined by residential units and activated by retail on Westminster Avenue.
